Comprehensive Plan

The City of Kissimmee has adopted a Comprehensive Plan to provide a roadmap for its future development, encompassing a range of goals, objectives, and policies.

These directives serve as a framework guiding the City's regulatory, administrative, and financial activities. They center on key areas:

These directives are meticulously crafted based on data, analysis, and input from various sources, and they undergo scrutiny by state and regional agencies to ensure compliance with state regulations.

A pivotal aspect of the Comprehensive Plan is the Future Land Use Map, delineating parcels into specific land use designations, including residential, commercial, industrial, and conservation categories. Each designation outlines the permissible development characteristics.

Directives in Comprehensive Plan

Land Use Element: This element aims to ensure efficient land use, incorporating best practices for resource conservation and compact development while mitigating potential threats to health, safety, and welfare. It also maintains a Future Land Use Map reflecting city policies and oversees development and resource conservation efforts.

Transportation Element: Focused on planning and providing a safe, efficient multimodal transportation system that aligns with the city's vision, addressing community needs while considering economic and environmental factors.

Housing Element: This element strives to allocate land for housing to meet the diverse needs of the population, emphasizing affordability, suitable locations, and access to essential services.

Public Facilities Element: Ensures the provision of safe and adequate potable water services in a cost-effective manner to accommodate current and future development.

Conservation Element: Seeks to conserve and manage natural resources within the city limits, enhancing the quality of natural systems and protecting vital assets such as water bodies, wetlands, and wildlife habitats.

Recreation and Open Space Element: Designed to provide a comprehensive system of recreational facilities and open spaces catering to the needs of the community.

Intergovernmental Coordination Element: Aims to enhance coordination among public and private entities involved in development activities, growth management, and resource conservation.

Economic Development Element: Develops strategies to foster economic growth and development within the city.

 

 

Land Development Code

The City of Kissimmee has implemented a Land Development Code to enact the regulatory directives of the Comprehensive Plan and establish requirements for desirable development. This code addresses various aspects, including zoning, development review processes, landscaping, floodplain management, signage, and public facility impacts. The zoning map, aligning with the Future Land Use Map, delineates zoning districts with specific standards governing land use and development.

The preparation of the Land Development Code aimed to ensure consistency with the Comprehensive Plan, consolidate regulations into a single document, and update outdated codes while enhancing public engagement and improving the overall format. Since its adoption, the code has undergone amendments to reflect evolving needs and objectives.
