Betty Holland, Police Chief  

Chief Betty Holland has 36 years of professional law enforcement experience. She began her career with the Polk County Sheriff’s Office in October 1987. During her 36 years of service, she gained line and supervisory experience in nearly every major facet of a law enforcement organization, including telecommunications, uniform patrol, criminal investigations, strategic investigations, school resource, intelligence, special operations, and training. In 2002 she was promoted to the rank of sergeant and rose to the rank of Captain. In March 2018, then Captain Holland retired from the Polk County Sheriff’s Office and took the position of Deputy Chief for the Kissimmee Police Department. In April 2023, she was selected as the 29th Chief of Police and the 2nd female to hold this title within the City of Kissimmee.

Chief Holland holds a bachelor’s degree in business and professional leadership from Southeastern University and a master’s degree in public administration from Troy University. Chief Holland is a graduate of the Southern Police Institute’s Administrative Officers Course from the University of Louisville and a graduate of the Certified Public Manager Program from Florida State University.

Wilson Munoz, Deputy Police Chief 

Deputy Chief Wilson Munoz has been with the Kissimmee Police Department since July 1999 and currently leads the Operational Services Bureau of the Department. He is from Newark, New Jersey, and is a Marine Corp Veteran. Deputy Chief Munoz obtained his Bachelor of Science degree in Criminal Justice from the University of Central Florida and is a graduate of Valencia College Public Safety Leadership Development Certification Program. As the leader of the Operational Services Bureau, he oversees the Patrol Division, Special Operations Division, and the Criminal Investigations Division. Deputy Chief Munoz has commanded the Professional Standards Section, Patrol Division, Special Operations Division, Criminal Investigations Division, Honor Guard Team, and Crisis Negotiations Team.

Camille Alicea, Deputy Police Chief

Deputy Chief Camille Alicea leads the Administrative Services Bureau. Deputy Chief Camille Alicea joined the Kissimmee Police Department in July 1998. She is from Carolina, Puerto Rico. Deputy Chief Alicea obtained her Bachelor of Science degree in Criminal Justice from Barry University. She obtained her Associate in Science Criminal Justice Technology degree from Valencia College and is a graduate of the Valencia College Public Safety Leadership Development Certification Program. Deputy Chief Alicea currently commands the Administrative Bureau. The Administrative Bureau is comprised of the Support Services Division and Professional Standards Section. Deputy Chief Alicea has commanded the Criminal Investigations Division and Patrol Division.
